§ 2-11-12. Scavenging from recycling bins.

(a) The board of county commissioners, by ordinance, may prohibit the unauthorized removal of any material from a bin or other container placed in Frederick County for the collection of any material for recycling.
(b) The board of county commissioners may establish a civil penalty in an ordinance adopted under this section, not exceeding one thousand dollars ($1,000.00) per violation, and any person who violates the ordinance shall be subject to a civil penalty in accordance with the ordinance.
